Is this a case? Is this sytem discriminating?

More details to this question:
A 14 year old AA boy took a 9mm pellet gun on school campus. He was suspended for 10 days. A tribunal was held and he was expelled for a year with nothing being offered to continue his education. Alternative school was not even an option for this boy. This was a first offense, never been in trouble before. The punishment seem to be a bit harsh. He's been out of school since August and he continues get farther and farther behind. I realize he had to be punish, but why not offer alternative school verses exspulsion. The sysytem is setting this student up for failure. All I want is for this child to be back in school.
