Landlord is being unfair, see below

Hello. For many years now, my brother''s landlord tells my brother to leave his rent control apartment and offers him 50K to leave (this started when landlord bought building). Landlord refuses to take my brothers rent and takes him to court all of the time to attempt to evict him (although my brother has the rent money). My brother is 100% disabled both mentally and physically and this is making him very ill. My brother has been hospitalized in a mental institution on several occassions because of the landlords verbal abuses and the landlords violent confrontations towards my brother and is trying to make him very uncomfortable so he can leave the apartment. I have seen the landlord do this as well as my mother. Please help. 201-492-7716

If he is really disabled, and should be living in a better place, perhaps you should negotiate for the money, and at the same time try to get him more appropriate housing, which he might get at public expense.  As to the specific question you asked, there is little you can do except respond to the landlord's complaints, and call the police at the time of any confrontation.
