My son has been accused of bullying another kid. Do I have any rights to fight this?

My son has been accused of bullying a child in a YMCA aftercare program held at his school. The school has said that since it happen on school property they determine the outcome. I was informed that it has been going on for over 2 months but just made aware of it now. The boys supposedly asked the bullied child if he war diapers because his pants looked droopy. My son told the school that he did ask him that question but didn't keep asking him. Now he has received a formal letter and I have the chance to appeal it with the board and school superintendent.
