need legal advice pertaining to my autistic daughter.

I have a 15 year old autistic daughter. She is classified as an "elopement risk" which means she tends to wander if not in a secured environment. She also suffers from severe food allergies and because of her autism does not understand her own dietary restrictions. I have placed locks on doors throughout the interior of my home for her safety. I also use a bike lock on my kitchen refrigerator to restrict her access and have a small refrigerator in a bedroom behind a locked door. My town bldg dept. is telling me locking my bedroom doors and a refrigerator in a bedroom is a violation and I cannot do this. These provisions are necessary to ensure my child's safety. How can I fight this?
