When a person is convicted of a felony, they lose many of their rights.  It is then left to each state to determine, if, when, and how a person can have certain rights restored.  Unfortunately, in the State of Florida we have one of the worst rights restoration programs currently in place.  So, in short to answer your question, the rights restoration process is not a violation of your civil rights, though it is a terrible and drawn out program in Florida.
