Student left on bus for 1.5 hours

My childs bus was late I called transportation who refused to give me information about my child without a bus number then when asked for a supervisor I was denied and the same person took my childs name and told me the bus driver had already made that stop and hung up on me.. after a second frantic call I was told they gave me the wrong childs information and my child was still on the bus. I reported my child missing to her school and to transportation no one would help me . My child got off the bus 1.5 hours later at 6:10 PM in distress I was seconds away from calling 911 because of the lack of concern and wrong information I thought my child was in danger can I proceed with any kind of legal action for violations of student safety?
