Verbal threat at workplace

More details to this question:
I am a contracted manager of a municipal airport. My immediate supervisors consist of the airport commissioners. All chosen by the sitting commissioners. I am charged with keeping lease payments of all airport tenants. This particular commissioner who is also a tenant has been chronically late on such. He came into my office and after a lengthy swearing and cursing fit stated," I can make this personal if you want! I asked him to explain his comment, he did not. What are my recourses?

I don't think you have legal recourse at this point. If this is a city owned facility, then I think you have to hold all tenants to the same standards. If you do so, then I don't believe that he could lawfully terminate your contract for cause. You should review the terms of your agreement and confirm that you are not an at-will employee.
