Where to go to press charges on the police for theft of an ATV?

I was traveling with atv along side the public highway on a sidewalk, so I wasn't infringing on commerical traffic. At that time I was stopped by a police officer, the officer ordered me to stop and shut off my atv. While still continuing, I asked the officer if there was a warrant for my arrest, he refused to answer and continued to order me to stop and shut the atv off. I asked him if he observed me committing any felony or crime, officer refused to answer. At which time I stopped and shut off my atv. He exited his car and stood in front of my atv on the sidewalk, and asked if I was retarded or stupid. I did not comment. officer stated why do you think you can drive the atv down public streets and side walks. I stated my inalienable rights. He processed to impound the atv without my consent and issued five tickets. I now need advice on how to press theft charges for police impounding/stealing my atv without consent.
you need to address the five traffic violations. if you lose those cases, you will lose the basis for any claim against the officers. what are the five violations ? ed dimon, esq.
