can a former employer refuse to give a reference

More details to this question:
I was fired from the job and I'm currently seeking re-employment elsewhere. The company I worked for refused to give a reference to potential employer. Is that legal? What should I do

I would assume that because if they did give one it may well be bad. There is typically no basis to force an employer to give a reference.
