Can being ticketed constitute an arrest?

More details to this question:
I had a background check performed through my Church and I had an incident, listed as an arrest. I don't recall getting a ticket. I was stopped and sent home. I didn't go to the police station for booking. I simply don't understand and am trying to find information regarding the incident. I've contacted the Hillsborough Records department and have not received any information. I also disputed the matter through the background check company, Checkr. How can I verify any of the information for this incident?

It all depends on the issues. There are "tickets" that are for criminal cases denoted as a "notice to appear." By example criminal reckless driving might result in a "notice to appear" ticket rather than arrest at the scene by the officer. You may have to retain a criminal defense lawyer to sort this out. "
