QUESTION

Is this defamation per se?

Asked on Sep 04th, 2016 on Libel, Slander and Defamation - New York
More details to this question:
A public figure has been quoted in the press, meaning I am mentally unstable and emotionally disturbed, both of which are false. He has ruined my good name and reputation in my hometown.other publications picked this up and called me everything from wacko to unhinged. The publication involved may also be liable. Is this a tort case? This is also a very public case and a lawyer would have to speak to the press.

It could be.  It depends upon what was said, and that you are not a public figure, or news story.  Defamation by the press is very hard to prove.
