Can a Contractor be liable for a major defect on the property?

More details to this question:
Subject is an addition to an existing property. My contractor has created a major defect on the slab, almost 15 to 20 degrees Slope that affects the entire living area. The contract has exceeded the time frame of completion. This has caused me excessive financial losses. Since 2017 to present, this house has noticed more failing inspection and it's still under review by the city of North Miami.
