More details to this question:
i signed a contract with a roofer stating work will be started between march 10 and April 20 within reason .weather or materials. its is now April 23. am i committed to keep this roofer. he dosen't answer my calls in a timely fashion. nor has he started any work.

It is likely that the roofer has breached his contract but that can only be determined by a close in person review of the contract.
