Contract not building a deck to code

More details to this question:
We have a contractor building a deck which he started on 9/1 and has not completed. We have had a few issues with the way the deck was being build and we found out that it is not to code. What actions can we take against the contractor?

You should terminate his contract and bring suit against him for damages. Hopefully, you have not paid him in advance!
