how do you handle a contractor license issue.

More details to this question:
I do design consultation work for landscape and soil remediation rcomendations. I do not have a contractors license. I did work for a client who called the contractors state license board and reported me for not having a license when he knew I do not have a license. He paid a fee to me had soil delivered work of two laborers and my fee for design then took my plans and demanded his money back and said he will do the work himself. I billed him for the totaal used for the work and offered him a balance back and he refused. he does not want to pay for my design or my fees for any of the work.

Unfortunately, if you are performing work for which a license is required by the CLSB, there are CA laws that provide that an unlicensed contractor is not entitled to receive any payment for that work.  So the client is within his rights to demand that you return any money he paid you.  You need to get a license.
