Which lawyers help with small claims court?

More details to this question:
An individual with an asphalt business was supposed to come back to finish the repairs where he messed up when he did the job. He also was supposed to come back to put the seal coat on it and he hasn’t showed up and changed his phone number. We paid him and it’s been several months now but he won’t come back to finish everything!

This is a classic contractor case. You will need to hire a new contractor or a lawyer to try to deal with the first one.
