Can Dish Network be held accountable for padded bill

More details to this question:
I am have trouble with Dish Network padding my bill. For instance; in my latest bill they charged me $10.00 for a return check charge and $7.00 for late payment. My bank has no record of those charges. I have discussed this with customer service at Dish Network, and they insist no errow is involved on those chages. What recourse do I have? I am 83 years old and on very limited income.

This could violate the Florida Consumer Collections PracticesAct if true. You will need to get written verification from your bank that there was no denial of the check and proof that you paid ontime.
