Electrician - return of deposit

Electrician - return of deposit - said the check was in the mail, check not received, deposit to be dropped off to my home, deposit not received, now electrician refuses to return deposit. I sent the complaint to consumer affairs. Nassau county office of consumer affairs forward the complaint to the state of ny office of the attorney general. Consumer affairs has sent several letters to the electrician but has not received a response.
