how can i get my money back, can i send them to court for this, if so how much will it cost me, do i have to pay fees for lawyer, if so how much?

in 7/10/15 i paid $ 160 for an osha 10 class for my osha 10 card. Took the class with a certain authorized osha trainer. After 2 days i received a certificate of completion and told that my osha 10 was going to be mailed within 90 days. after 90 days of waiting i start calling each passing week regarding the osha card i haven't receive they keep telling me different stories, so i go to the place where i took the class but its close and seems not operational anymore. its been almost a year and the place is still close and they wont answer the phone anymore.
