How can i tell if it is a scam?

More details to this question:
I got a e-mail from a gentleman who just won a 190 million lottery we saw him on the drawing. He wants to give me 2 million dollars as long as I help some needy people. there is a phone number but I not sure I should call it. His name is Jim McCullar from Idaho He is giving money to quite a few people. Is there away to find out if it is a scam? Like they say if it sounds to good to be true its a scam thank you.

If you didnt earn the money, or do something to entitle you to it, its probably a scam. Especially if it requires some financial investment on your part.
