How could I sue the state or the owner of a cemetery who scammed us?

Back in 2007 we purchased over $5000 of 2 coffins, 2 plots and 2 headstones at a cemetery in Gettysburg. I just found out today that the company went bankrupt and also the owner stole over 2.2 million dollars from his customers The money was suppose to go to a trust fund. We lost it all. We have nothing now and I called Gettysburg and they told me they have to check to see if they could do anything for us since it happened toward the end of the year. I explained that I did not know anything and that I was checking today to see if everything is alright for if something happened to us. My former husband has dementia and I am also a senior. We have nothing to bury us. We put our money into this pre-planning years ago. We need help.
