I consigned about 500 items from designer clothes to handbags.

More details to this question:
All clothing items in her store ranged from 12 to 20 dollars. I had approximately 6 or 7 designer bags. I've received a total of about 200 dollars within the first two months. For the past two months I've been calling to find out if I had a balance accumulated and got no answer. Went by twice and no one there. Now I receive an email saying she moving January 1st and wants to pay everyone out by the 18h of this month. I responded with my attempts to reach her and asked what her intent was with the remaining items. She responded only that she was sorry she's been busy and I had 22 dollars to pick up!!!! I don't know what to do! Even if I low ball getting approximately $7 per item for all 500 items that would be around 3500! And if I cut that in half if items haven't sold in all this time, $1700 but I've gotten 200??? What do I do? I feel she's stolen from me!
