More details to this question:
A celll phone was purchased by my ex wife without my permission and financed also with out my permission, I have the receipts from the cell phone store showing it was signed by her and an email sating she possesses the phone Divorced 12/15

I believe you have a possible criminal case. As far as consumer fraud, it depends whether you actually suffered damages. If you weren't charged because you proved that the purchase was by your ex, then I don't know whether it would be worth pursuing as a civil case, because you may not have suffered economic losses (damages).
