Illegal Contest, what are my options?

I recently participated in a "Make the best game" contest that I think may have been run so poorly as to be considered illegal. The problems arise with the second phase. Sponser did not check if votes submitted by the public had played the games and in a lot of cases, people voted without playing any of the games at all or just played one and voted for five. Additionally, without notice, they held a sweepstakes on top of the already running contest to encourage votes by offering a laptop as a prize to people who vote for five games but play one. When I brought up these concerns to Sponser during the voting period they simply said they could not enforce it. I find that especially odd as they were able to and did check to see if players had played the games in order to qualify for the laptop sweepstakes but not votes that counted towards the actual contest results. I am curious what my options are here as this seems very much based on chance and thus, an illegal lottery.
