Is Clear View Electric a scam?

More details to this question:
So I live in NJ with my brother. Our regular electric company is PSE&G. A Clear view Electric representative came to the house in about Feb.of 2014 claiming they would save my brother money on his utility bill. He signed up with them and his first bill with them was around $1700.00. I checked all his previous bills for for the last 2 to 3 years he had lived at that house and his bill never went past $500.00 a month. The worst part of it is he is still being charged for service from his original company PSE&G. Every month since the first bill he's been getting charged from both companies and Clear View is always at least double of what the other company is. Is this legal? Can Clear View charge him for service even though he's getting service from the other company? His current bill is close to $1900.00. I have read online that Clear View is a scam and to stay away from them but it's too late. Is my brother legally obligated to pay them?

you can contact the 'board of public utilities' to determine if 'clear view' is committing fraud.  this would save you legal fees. the alternative is having us do the legal research with the Board. we would need all the documents and bills. please call if we can help. the initial research would be approximately $1200 for the research and the written legal opinion. ed dimon, esq. 732-797-1600
