Is this fraud?

More details to this question:
We took our RV for a warranty estimate. The authorized service center asked us to sign the estimate. The bottom read, "We have inspected and approved that all work has been done to our satisfaction." We refused to sign and they offered us another form which read, "We waive all rights to any legally required estimate for work not covered by warranty." We refused to sign. They refused to submit our warranty work request.

You can't have it both ways, where you want work performed but refuse to authorize it writing in some fashion. You will need to address this issue with the manufactuer or the warranty company. Obviously you should not be expected to agree in advance that the repair work was properly done, but such verbage on a estimate alone may be of little conseqeuence. Its impossible to address this issue based upon a single sentance cut out of an entire form.
