My home improvement contractor did work on my home without pulling permits

Hello, I hired a contractor to convert my 2 family home to a one family home. Then more then half way through the project I found out that he was doing this project without pulling permits from the City of Englewood in NJ. :( Before I hired him, I asked him if he was licensed and he said yes and that he would provide it before the job starts. He never did and I forgot to ask again . However I did log on to the NJ Division of Consumer Affairs website and saw that he did have a "Home Improvement Contractor" license in the state of NJ. The contractor has been paid but the job is not finished. The project is approx. 90 to 95% completed. How do I correct this with the city, and what should I expect to pay regarding fines and other fees. Thank You, Dwyane
