bought a car 12/02/2016 paid cash bought from dealer who is now out of business,talked to dmv they tell me there is a lien on the car I'm getting no where talking to them how can I get this taken care of

You will have to hire a lawyer to file suit to try and get a judge to order the car titled in your name. As to the lien, you may get stuck paying it.
