Do I have a case against PayPal Chargeback.

More details to this question:
Several months ago, I had a chargeback for $4000 made to my PayPal account for a credit card. My client did not recognize the "PayPal" charge on his cc and a chargeback was issued. The client has since confirmed via phone, email and fax that the charge was valid and contacted Chase to reverse the chargeback. PayPal still says that Chase has judged in favor of their customer and I had lost the case. Chase merchant services has refuted this and stated that PayPal was fully refunded. After 20 hrs of phone calls, conference call with Chase and PayPal, all parties agree that the charge was valid, however I do not have the money, my customer does not have the money (already paid his cc bill) and PayPal has indicated that they cannot close the chargeback because they have not received "official" correspondence from Chase that the case has been closed. I am out $4000.00...in the last several months, the chargeback was reversed three times while PayPal did more "research".

The difficulty here is in the legal expense that may arise in dealing with a $4,000.00 issue. You may need to hire a laywer to intervene, but unless there is a means to get reimbursed that value, you may be practically limited in how much legal expense will be justified. The other option would be to have the customer simply pay you directly, since there seems to be no dispute about the product being recieved etc.
