Do I have a right to claim a chargeback

More details to this question:
I purchased a SPECIFIC salvaged engine on 5/11/17. I was sent a different engine, which was NOT the engine I ordered, nor was it even an exchangeable engine. I spoke with the manager who told me the engine that was sent was an "already pulled engine". I argued that I ordered a specific engine and he finally agreed to send out the engine I ordered. My issue is that they have not been expedient in their resolution. This is a commercial vehicle, and because they have taken so long to get the engine to the shop, it now won't be ready until next Monday or Tues. I will be losing about $1000 because of their apathy. Can I charge back this sale? Or will I need to take it to small claims?

Niether. Especially given the value in dispute of $1,000.00 its not worth the legal effort to file suit even if there was some basis to try to claim lost earnings.
