misrepresented vehicle condition. i will be asking for a refund of the purchase price of $4100 and $1500 of repair costs. is this within the limits of small claims court?

You can go to either small claims court or to special civil part Court. I would first try to negotiate a settlement with the dealer. I would work with the Better Business Bureau. I would work with the Chamber of Commerce. My last resort would be going to court.
