How do i get started?

More details to this question:
Gave dealer another chance to earn my business. They have the selection and price but as i should have learened this is the current situation. 1) Bought car and had a trade. 97% through the paper work they tell me they can't take the trade due to what they see online vs what a signed and notarized letter of satisfaction from the bank says that i have in hand. I had applied for the title as well. I was excited by the car I dint want to wait so i forked over 4k as down payment. I was told as soon as I had title they could just apply it to the loan. 2. Got title in hand and then they advised that it would take 4-6 weeks to get my refund. I couldnt wait so in had to sell to carmax for -750 Fianance fell through nearly 2 weeks after. I got the of a friend that had a 750+ beacon still denied-offered more down=no response offered to adust term + more down= Now nearly a month in after still have not received down payment back. The dealer will not return,calls,email,ph HELP!!!!!

This makes no sense. How do you go from buying a car to a refund issue without explanation. If you made a deposit to HOLD the vehicle while you sorted out your finances you may have a different issue than a down payment on a vehicle where you signed a purchase contract. Then you claim you sell something Carmax. This fact pattern makes no sense.
