is it legal for the hotel to not release your package to someone even with your authorizaTION?

i had my package delivered to Garden City Hotel. I asked my friend to get it for me. i sent authorization form attaching my passport but they said i have to claim it personally. the thing is im a flight attendant and i am not sure when will i get jfk flight again.
