Is this a legal home purchase?

More details to this question:
I am getting different answers from different brokers. I married my husband in October 2016 and he is behind on his payments, but not in foreclosure. He has been assisted by Hardest Hits grant and that is almost over. I have a decent income as a teacher and a fair credit score and I would like to purchase the house from him to save it. Is this an illegal transaction. Some brokers said "bail out scheme"

You will need to HIRE a real estate lawyer not rely on free non-legal tidbits from brokers - which are candidly little more than sales people.
