Private seller did not disclose issues he knew about prior to deal. Lied about paperwork and what a clean title meant. Misrepresentation of procedure

Met a private seller who says he buys and sells used cars. Advertised Said truck in great shape. No issues, clean title, road ready I asked if he had title for me to sign said yes. looking at truck all seemed fine except tailgate rusted, which he disclosed to me. I said fine. looking inside at gauges, noticed fuel gauge on. He said it only needed gas - ok I said fine. no other issues presented and I agreed to pay him 3300 cash. He gave me all his paperwork that was from the dealer he bought truck from had a hand written sales doc with a price of 1766. He said don't worry it just what he paid and that I would only have to pay for that price for tax. on way home discovered coolant low, service engine light came on notified him said oh yeah error code 300 just needs tune up. ok fine. then discovered temp reg. plates he had on truck was already expired. he said oh yeah. discovered 2 titles from two states which he never put into his name. not able to reg. asked for refund refused.
