Replevin

More details to this question:
The replevin case that I filed was dismissed because the entity no longer had my property. Is it now possible to take them back for just monetary damages? I actually wanted the rescue to return my dog but now since that looks like it will cost thousands I want them to pay because they took the dog without my consent and from a third party who had no right to do so.

There is no way around this costing thousands of dollars in legal fees to pursue, for replevin or damages, thats simply a fact of life. Another fact of life is you will need to retain a lawyer to address such an issue as you can see you aleady made costly mistakes as you should have sued for damages in the alternative to replevin and now you have to file a new lawsuit.
