More details to this question:
a local goin' postal charges 1$ to drop off a package to be picked up by UPS. Are they Libel if package does not make it to destination for charging a drop off fee

The drop off fee would not bind the conduit. The liability would be with the service provider for failure to deliver. Ed Dimon
