What is the best way to proceed?

I've been on the market for a new car and I found just the one. I called and confirm to go pick up the car, the next day. First they told me they car had just got there. Then, that the car was on repair. Now, that they are waiting on a part. The situation has been ongoing for 4 weeks. They messed up in the advertise price online, but they had agree on that price with me. Suddenly, the price was changed without me knowing, so I called the manager and he was rude, sarcastic and just imposible to talk to. I felt uncomfortable with them, so I complained on the BBB, the car is already done and ready for pickup, which is perfect. The problem now is that they would not sell me the car, until I take the complain off. I have no problem doing that once I have the keys in my hand. I told the manager that and his response was "if we feel like it." I really know what can I do, just because the situation is painful, disrespectful and has been going on too long and I am tired of playing childish game

There is not likely much you can do, as you never bought the car. This would be similar to being told a particular TV at Wal Mart is going on sale soon for  25% off, you should wait to buy it then, waiting 6 six weeks, and no sale, and wanting to sue for not selling you TV at the discounted rate. Unless you paid for some deposit, what they are doing is more poor business than illegal.
