What legal action can I take?

More details to this question:
In Feb 2014, my wife wanted a car from this buy here pay here dealer. It is now Oct 2014, and when my wife went to renew the registration, the DMV advised that the dealer didn't process the title paperwork back in Feb (which he has 60 days to complete, by law). I contacted the dealer and told him about the registration paperwork not being completed. He claims I'm $1000 behind in payments, which is false (I have receipts proving so). He claimed that he was busy and would call me back later today. I'm waiting for his phone call..... But what am I to do, I can't drive the car without proper registration?
