What steps to I need to take to resolve this matter?

More details to this question:
I signed a contract to have solar panels installed on my house in January of 2019. I was informed that the company would start the process within thirty days. The installation didn't take place until April and they just completed the process in June. They didn't give me everything that I contracted with them for. FPL wants me to pay $400.00 to turn on the solar system. I contacted the company and they informed me that they were going to pay that fee. In addition, the solar company informed me that I needed to provide them proof of having a 1 million dollar insurance umbrella Insurance policy on my home before FPL will accept the contract. I informed them that this was not the agreement and their representative made some type of arrangement to get around the insurance clause. I have spoken with both my auto insurance and homeowners insurance carriers to inquire about this umbrella policy and both stated that they don't have such a policy.

No idea what steps are needed absent a full review of what you agreed to in writing and what was represented and not delivered. You will likely need to retain a lawyer at some expense to rewiew your contracts and go from there.
