More details to this question:
Pool contract states pool to be completed on 4/22/13. As of today, 5/25, My deck needs cool decking applied and my spa and pool need eyeballs or those caps that go on the holes. After resurfacing, my pool had a large leak. Have pictures. The company repaired the leak in 2 days. They cemented the decking they removed but it still needs Cool Decking applied to match the rest of the deck. Company said they would replace and haven't. The spa and pool jet caps have not been replaced. I was told by the company, they are unable to find the size, therefore they hand-made them. I notified the company they were unsafe, for a child's swimsuit can get caught on them as well as their little fingers. The caps stick out and are not flush to the pool. When I asked where my old caps were, I was told there were none. I have pictures of them in my pool before they resurfaced. They are charging $1300 for fixing this leak, replacing the deck and its not completed. Paid 3000 and owe 4300.

While your question is implicit in the narrative, you have a couple of options, one of which is hiring an attorney to pursue your claims.  The less expensive alternative would be to seek the intervention of the Nevada State Contractors Board to inspect the work and determine if the work is complete and proper.
