More details to this question:
I signed up for Angies List to get leads for my IT business. They tried to have me pay $4800 upfront and I didn't want to so i signed up for monthly $400. It took them 2 weeks almost to setup my account and I have got 0 leads. I tried to cancel and it hasn't even been a month and now they are telling me there will be a 35% cancellation fee and they are owed $1,680. Its absurd

The contract is what the contract is. You will need to read the terms and conditions regardless of what is "absurb" if you agreed to it - that is your starting point.
