Breach of contract or just bad business practice?

My husband signed a contract in September 2017 to work for a company doing catastrophic insurance adjusting. He worked from September to November with a specific fee schedule that was issued by the various insurance companies. All the claims were completed and closed. The company that he contracted with has not paid him for services rendered. They are no longer responding to either emails or phone calls. They are claiming that they have not been paid by the various insurance companies, but we have found out from someone in the office that they have, in fact, been paid. We are just one of multiple independent contractors that they have not paid.

I'm not really sure what your question is.  If someone hasn't paid what they are contractually obligated to pay, that is a breach of contract.  It may also be a bad business practice.  It sounds as if the insurance company may be insolvent, or close to insolvent, as that fits its behavior of lying about having been paid (would that have been a basis not to pay your husband under their contract?) and ducking your attempts to communicate.
