Can a teacher sue her district for not honoring her step increases ,working under her expired contract since 2010?

My wife is a Special Education teacher here in New Jersey.Negotiations bewtween her Union rep and the city have gone nowhere since June of 2010 and we are wondering what exactly are her legal rights.Although the town hasn't honored the step increases the last three years,they have gone in two years ago and made an adjustment to make the teachers pay a percentage of their salary towards their benefits.All this with no yearly raise OR step increases.My wife started her 14th year in September of 2012,which comes with a $75,000 salary.She is still making $51,700 which is her 2010 salary.This September of 2013,she will be at max which is $90,000.Barring a settlement before then,she will still be at $51,700.Can this go on to infinity?
