Can I file a civil suit against a cemetery? How?

More details to this question:
I am faced with ongoing disturbances of my mother's grave from careless and negligent cemetery workers/contractors. This includes or has included everything from repeatedly crushed flowers, collapsed soil from tire tracks to chip damage to the headstone. Management has done nothing to curb the staff's carelessness despite all my efforts. Only today did I again find my flowers knocked over and broken. When a loved one is laid to rest there is an expectation of respect to the dead and the grave site but this is constantly broken. Is there a way for me to sue them?

You can sue, but I am not sure how to measure damages.
