Can I file a police report for small claims??

More details to this question:
I helped one of my friend with some money to pay for his rent, car paymet and to fix his car. He paid back some money but still owes me around 600 bucks. Now he doesnot reply to my text, email or anything. He sees my texts but ignores. Can I file a police case, how do I handle the situation? I have a document I made him sign and it has all the information.

You can ask the police if they will pursue a case, but I expect that they will tell you that this is a civil matter which you must handle through the civil courts. What you've described is a breach of contract claim.
