Can I sue for not being refunded for a car purchase?

More details to this question:
In 2015 I purchased a car from a friend for $1200, I never recieved the car for whatever reason and was told I would be refunded its now 2017 and I have not been refunded anything but $100 in April 2017.

Of course. Your friend contracted to refund you the money. He breached that contract.
