Can I sue for property?

More details to this question:
We hired a videographer to record our wedding. There was never a signed contract but there is written dialogue proving he was hired and what we agreed on. There was no money paid up front. He came to the wedding and recorded. Since, we have had minimal contact. Now he is giving multiple excuses as to why we haven't received our video and is refusing to complete the job unless we pay more than the original agreed upon amount. I have no problem paying the original amount but he is being difficult. Can I sue him for the DVD?

Yes.  You had a contract which he has breached by not providing you with the wedding dvd despite your willingness to comply with your payment obligations under the contract.  Of course, if he provides the dvd, you will have to pay the agreed price.
