Can I sue my co borrower on my auto loan

Me and alison bought a 2017 nissan versa the end of 2016. She is the co borrower. She has not made one payment for the car. I have been paying 414 dollars every month for this car. 100 percent on time payments. I cannot refinance the car because I am " upside down " on the loan. Therefore I cant get her off of the loan. She recently went to the dmv with her new car and decided to tell them she lost the licence plate to the versa and to give her replacement plates for her new car. Iv gotten stopped by the police and they said my licence plate was switch to a dodge. Now I have to pay almost 500 dollars to get new plates. On the car that I have always paid for . I did not switch the plates. I did not tell me co borrower it was okay to do that . She did not tell me. I found out by the police. She is also an immigrant.

You can try assuming she has the money to pay damages or legal fees and you have the ability to pay the legal fees up front and look to get them back later.
