MY COUSIN HAS BEEN GIVEN $10.00 RETAINER TO COMPLETE A MUSICAL PROJECT. I HAVE GIVEN HIM OFFICIAL NOTICE OF COMPLETION TO BE JUNE 30, 21. IF HE DOESN'T COMPLETE THE PROJECT CAN I SUE HIM FOR BREACH OF CONTRACT?

It's going to cost you a lot more to pursue a legal claim against your cousin than you would recover.  Probably cause a lot of bad blood in the family too.  Can you? Perhaps.  A detailed analysis of the situation would be needed for a definitive answer.  Is it worth it? Probably not.
